📜 History

Tanzania United Contractors and Allied Services (TUCASA) is a newly established association formed through the consolidation of four distinguished contractors groups, namely Association of Citizen Contractors, Tanzania - ACCT, Tanzania Civil Engineering Contractors Association - TACECA, Tanzania Women Contractors Association - TWCA, and Non-Association contractors. In addition to contractors, TUCASA represents allied services such as materials manufacturers and suppliers, as well as equipment manufacturers and suppliers.

The Association was officially registered on September 12, 2023, under the Societies Act Cap 337 RE of 2002.

TUCASA supports its members' business through capacity building, advocating for conducive environment, fostering integrity, while promoting professionalism and ethical standards within the construction industry.

CHAIRPERSON OF THE BOARD

Mercy Emmanuel Sila has a strong background in Management, Accounting, Finance, Human Resource and Administration. She brings in over 30 years of experience in Leadership and the aforementioned disciplines. She's a Certified Public Accountant CPA (T) with National Board of Accountants and Auditors Tanzania (NBAA), and is registered as: Fellow Certified Public Accountant (FCPA) with National Board of Accountants and Auditors in Tanzania, Fellow Member (FTAA) of the Tanzania Association of Accountants (TAA), Chartered Fellow (FCIPD) of the Chartered Institute of Personnel and Development (CIPD) in the United Kingdom, and Fellow Member of the International Centre for the Project Management G.P. of Montreal, Quebec, Canada. She also holds a Master's Degree in Business Administration (MBA) from City University in London.

ADVOCATE ROSAN MBWAMBO

BOARD MEMBER

Advocate Rosan Mbwambo is a Senior Partner at Law Associates Advocates in Tanzania. With an extensive legal career since 1998, he holds both a Bachelor of Laws (LL.B) and a Master of Laws (LL.M) from the University of Dar es Salaam. He has significant experience in the construction industry, particularly in construction law and related disputes. Mr. Mbwambo has been involved in various high-profile legal cases and serves as a member of the Public Procurement Appeals Authority (PPAA). His expertise in construction law includes advising on legal matters, negotiating construction agreements, handling litigation, and resolving construction disputes through alternative dispute resolution mechanisms. This extensive experience in both legal practice and specific construction-related cases makes him a well-regarded figure in Tanzania's legal and construction sectors.

ENG. PROF. NINATUBU LEMA

Prof. Lema is a civil engineer and a project management expert specializing in infrastructure project procurement and management of contracts with local and international experience. He holds his BSc. Eng (1st Class) honors degree from the University of Dar es Salaam, MSc and PhD in engineering project management from Loughborough University in the United Kingdom. He has more than 30 years' experience conducting studies and providing consultancy services in project appraisals, construction project planning, procurement, contract formulation and management, project performance evaluation and corporate strategic planning.

ENGINEER MOHAMED VERSI

Engineer Mohamed Versi is the Director of CSI Construction (1997) Ltd, a leading construction company in Tanzania. He holds a degree from the University of Nairobi and has overseen the growth of CSI Construction into one of Tanzania's most respected firms in the industry. Under his leadership, CSI Construction has been involved in various high-profile projects across multiple sectors including healthcare, hospitality, oil and gas, mining, power, and infrastructure.

MR. JOSEPH O. HAULE

BOARD MEMBER

Mr. Joseph O. Haule is a Transport Economist with 30 years' postgraduate experience in the road sector with an emphasis on road management and financing. Currently, he is the Chairman of the Roads Fund Board in Tanzania. He has been invited to make presentations in his areas of expertise in a number of conferences and seminars, including the annual Road Financing module of the Senior Roads Executive Program of the University of Birmingham in the UK.
